{"id":712,"date":"2018-06-04T19:31:32","date_gmt":"2018-06-05T02:31:32","guid":{"rendered":"https:\/\/www.citizenstrade.org\/ctc\/oregon\/?p=712"},"modified":"2018-06-04T19:32:08","modified_gmt":"2018-06-05T02:32:08","slug":"lessons-from-colombia-for-how-we-proceed-with-nafta-renegotiation-in-2018-2019","status":"publish","type":"post","link":"https:\/\/www.citizenstrade.org\/ctc\/oregon\/2018\/06\/04\/lessons-from-colombia-for-how-we-proceed-with-nafta-renegotiation-in-2018-2019\/","title":{"rendered":"Lessons from Colombia for how we proceed with NAFTA renegotiation in 2018-2019"},"content":{"rendered":"<p>The Colombia FTA shows how flawed\u00a0the U.S. government\u2019s prioritization has been\u2014to this point\u2014regarding labor rights in its trade agreements. \u00a0The following writing explores this.<\/p>\n<p><img loading=\"lazy\" class=\"size-full wp-image-713 alignleft\" src=\"https:\/\/www.citizenstrade.org\/ctc\/oregon\/files\/2018\/06\/colombia-us-fta-photo.jpg\" alt=\"\" width=\"217\" height=\"149\" \/><\/p>\n<ul>\n<li>Despite a \u201cno\u201d vote being encouraged by labor and civil society, the U.S.-Colombia Free Trade Agreement was passed by Congress in 2011 and went into effect in 2012. Chief among the reasons for civil society\u2019s advocating against passage was the labor and human rights record in Colombia.<\/li>\n<li>There were more than 2,200 murders of trade unionists between 1991 and 2007, with an impunity rate of over 97%. This did not stop the final text of the agreement from being signed, together by the U.S. government and Colombian government, in 2007.<\/li>\n<li>In the years between its signing and Congress\u2019 approving of the deal, Citizens Trade Campaign reported, the figures of trade unionists\u2019 deaths increased. The opposition from labor and human rights advocates to the deal was unmoved, despite the introduction of a Labor Action Plan (LAP), ostensibly established to bring Colombia into enforcement of labor law. More on the LAP here <a href=\"https:\/\/colombiareports.com\/labour-action-plan-useless-detrimental-workers-union\/\"><u>https:\/\/colombiareports.com\/labour-action-plan-useless-detrimental-workers-union\/<\/u><\/a><\/li>\n<li>Criticizing the LAP in 2011, the Latin America Working Group stated, \u201cWe could see the same shocking numbers of murders of trade unionists when the FTA is implemented, and there\u2019s nothing in this agreement or the accord itself that would stop it from going forward.\u201d<\/li>\n<li>Their statement proved true, as WOLA has said, \u201canti-union violence and labor rights violations have only increased since 2012.\u201d<\/li>\n<li>Some members of Congress are still alarmed over the impact of our human-rights-abusing trade relationship with Colombia. <strong>In September 2017, Sens. Wyden and Casey and Reps. Neal and Pascrell wrote a letter<\/strong>to the Trump cabinet.\u00a0 It makes clear that the situation in Colombia is a lesson \u2014 and a gaping hole in a supposedly human-rights-promoting U.S. foreign policy \u2014 for how <strong><em>not\u00a0<\/em><\/strong>to conduct the NAFTA renegotiation, with respect to holding trade partners to account on: actual enforcement of their compliance to domestic and international labor law. Read about them here <a href=\"https:\/\/bit.ly\/2rLuUQr\">https:\/\/bit.ly\/2rLuUQr<\/a>and here<a href=\"https:\/\/bit.ly\/2KmXQWR\">https:\/\/bit.ly\/2KmXQWR<\/a><\/li>\n<\/ul>\n<p class=\"Body\" align=\"center\"><b><u>CONCLUSION<\/u><\/b><b>: Any renegotiation struck with Mexico or on NAFTA, and any U.S. trade\/investment policy going forward, must show that the U.S. is correcting when it comes to dealing with countries where it is dangerous to organize.\u00a0<\/b>Commercial benefits of trade are only meaningful if all workers\u2019 lives and rights are defended\u2014and trade policy is uniquely positioned to get this right.\u00a0 To ensure the rights to unionize (and related rights, and protections for vulnerable populations) are in place <i>before<\/i>the agreement is allowed to come into effect.<b><\/b><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Colombia FTA shows how flawed\u00a0the U.S. government\u2019s prioritization has been\u2014to this point\u2014regarding labor rights in its trade agreements. \u00a0The following writing explores this.
